1 Executive Summary
Introduction
This is a community consultation process for three parks in Irlam and Cadishead, including Princes Park, Cadishead Park and Lords Street Recreation Grounds. The study was funded by Irlam & Cadishead Community Committee and Salford Council’s Lottery Support Fund. Local people, representatives of local groups and members of the Council have been actively involved throughout the process.
The public consultation events held in August and October 2002 enabled over 200 people to make 1,235 suggestions on how to improve the parks. Issues covered include crime, the local environment and leisure.
A Steering Group with residents, Council representatives and other agencies have guided this process and met to develop action plans for the parks. They have also discussed how the action plans can be co-ordinated and the suggestions implemented in the long-term. Local residents with support from the Council are starting to form a Friends Group for the parks to take this forward.
Overview of Priority suggestions
· Highest priority suggestion across all parks
An increased presence in the parks, with park wardens or police foot patrols, was the top priority across all three parks. There were also many suggestions for improved lighting, which indicates that improved safety is high on people’s agenda.
Many people suggested that there should be an astro-turf pitch for football and other sports and there was a lot of support for a skate park in Princes Park.
Problems with litter and dog dirt are also a high priority for people. They suggested that the parks should be cleaned up with more poop scoop bins and litterbins.
· Princes Park
50% of the suggestions were for Princes Park. They reflect the suggestions above with park wardens and ideas to clean up the area being most important and the support for the skate park was for Princes Park.
· Lords Street Recreation Grounds
30% of the suggestions were for Lords Street. Parking issues around Fit City and on Lords Street where the highest priority suggestion. Improving lighting, organised sports and an astro-turf pitch were also suggested.
· Cadishead Park
The remaining 20% of the suggestions were for Cadishead Park. Improved lighting was the most important and people also wanted an astro-turf pitch. Other top priority suggestions include improving barriers and bollards around the park and doing up Cadishead Hall.
Suggestions being implemented
Members of the Steering Group are following up a number of the priority suggestions and adding support to facilities being developed. These include:

· Skate Park being developed by the BMX Bandits
· Parking Issues relating to Lords Street Recreation Grounds
· Drinking by-laws
· Toilets for Princes Park
Master Plan
CTAC have also been commissioned to develop a master plan for Princes Park based on proposed developments and the suggestions from the consultations. Feature can then be developed over a number of years as new information is gathered and funds secured.
Funding
Some funding to implement suggestions has hopefully been secured. This includes £147,000 from the Lottery’s New Opportunities Fund and £160,000 ‘Planning Gain’ (section 106) from the developers of the Peel Holdings PLC site. The majority of this money is to improve facilities in Princes Park and to contribute to the costs of building a skate park. In addition the BMX Bandits have raised £25,000 for the skate park.
The action plan from this study can be used as evidence of need for the Council to allocated budgets or to bid for additional funds. The Friends Group and any other voluntary organisation can also approach Trusts and local grants for funds to develop some of the suggestions.
Friends Group for the Parks
A number of residents from the Steering Group have volunteered to look at developing a Friends Group with support from Community Services and Environmental Services. Their proposed role is to provide a community voice and liase with the council, co-ordinate the development of the action plans for the parks and to bid for funds to improve the parks.
2 Introduction
2.1 Aims & outline of project
This is a community consultation exercise in relation to the improvement of three parks in Irlam and Cadishead. The parks targeted include Princes Park, Lords Street Recreation Grounds and Cadishead Park. Irlam and Cadishead Community Committee and Salford Environmental Services (with Salford Council’s Lottery Support Funds) commissioned CTAC to facilitate the study.

2.2 CTAC
CTAC is a voluntary sector support agency, registered charity and not for profit company limited by guarantee. CTAC provides advice and services to a wide range of community and voluntary organisations and consultancy services to regeneration agencies and local authorities. With the aim of improving community facilities and enhancing community involvement.
2.3 Community Planning
This consultation was approached using the ‘community planning’ method in order to proactively engage a broad range of local people. It is based on eye-catching 3D models of the parks to enable people to make suggestions for improving the parks or point out specific problems. Suggestion cards are provided to inspire people. Issues relating to crime, the local environment and leisure were used for this project. Events were organised and people were asked to place suggestion cards on the model.
The project is steered by a local group composed of local people that have previously expressed an interest in the parks, and relevant statutory and voluntary agencies. This Steering Group then uses the suggestions made to form an action plan for the development of the parks.
3 Background Information
3.1 Aims of the groups
The three main groups that initiated this study are the Open Spaces Officers Group for Irlam and Cadishead, the Community Committee and Environmental Services (see section 6.3.1 for details on groups). Their joint aim is to develop a community strategy for the parks and enable community involvement in the improvement of the parks.
3.2 The Steering Group
A Steering Group was formed to guide and assist CTAC with the process. Members of the Steering Group were identified by the Officers Open Spaces Group. Statutory and voluntary agencies were identified based on their involvement or potential involvement in the parks. Local people were drawn from those that had expressed an interest in joining a parks Friends Group during a parks and open spaces questionnaire carried out in July 2002. For a list of participants in the process see appendix 1.
3.3 Details of the parks
There are a number of parks and open spaces in Irlam and Cadishead. The three parks selected by the client appear to be the largest and most frequently used parks in the area (see map for location).
Princes Park, the largest of the three parks, is based in Irlam, boarded by Liverpool Road and the old River Irwell river course. Irlam Pool, Princes Park Garden Centre, Irlam Youth Centre and Lady James Hall (a voluntary managed community facility) are based within the park. Facilities include pitches for football, a bowling green, play area, fishing posts on the old river course and a disused tennis court and paddling pool. In addition the park is used for many informal activities including dog walking. There is an annual festival and fair every August Bank Holiday.
Cadishead Park is boarded by Liverpool Road, Hayes Road and the bank of a disused railway. It is a compact park, facilities include football pitches, a bowling green, play area, youth shelter and a disused tennis/basketball court. Changing facilities for sport are available and Cadishead Hall, which is a voluntary managed community centre, is located in the park.
Lords Street Recreation Grounds is also in Cadishead boarded by Lords Street and behind the houses on Cumberland Avenue and Dudley Road. The leisure centre ‘Fit City’ is based in the park. On the grounds there are facilities for football and rugby. There is also a basketball net and a play area.
4 Details of the Process
The process is based on the community planning technique. Training and facilitation by CTAC enabled local people and officers/representatives of other agencies to be actively involved. Publicity and well organised eye catching events encourage people to make suggestions. This led to a shared action plan for the development of the parks.
4.1 Training
A number of people involved in the Steering Group volunteered to attend a community planning training session. Two sessions were held at Irlam Youth Centre, in early August, attended by 14 people, a high proportion of which were local residents including young people. The groups went though the community planning process including why and how the models are used, recording of the suggestions and statistics and the role of the trainees at the consultation events. Volunteers were asked to assist CTAC at the consultation events to help local people make suggestions.

4.2 Publicity
All events were publicised through a number of channels. Posters were displayed in local shops, pubs and within the relevant parks. Members of the BMX Bandits and other volunteers from the Steering Group distributed 1,000 leaflets to the main streets surrounding all three parks for the main event and others were distributed for the small events. Leaflets were also mailed out to people on the Steering Group or who had expressed an interest in the parks.
The events were also held at times and places where people naturally attended for other activities or interests, and when passing, were asked to make suggestions. The main event was part of the Irlam & Cadishead Community Festival and so it received indirect publicity through their promotion.
4.3 Consultation Events
The aim of the events is to gather suggestions from local people to indicate how the parks could be improved.
At the events, 3D models of the relevant parks were on display for people to make suggestions. Suggestion cards surrounded these models and blank cards were available for residents’ own ideas. Cards combined words and pictures and were colour coded for different issues. Orange for crime, dark green for local environment and light green for leisure issues. Participants could agree or disagree with suggestions made by placing a green or red dot on the card.

Participants placed cards on the models to indicated the specific location of the particular need, issue or solution. Pin boards questionnaires were also available to gather statistics on people attending, mainly their age and where they lived (see 5.1) and other boards were on display to provide information on the history of the parks. At the smaller events the volunteers concentrated on the relevant park for the area.
The main consultation event took place as part of the Irlam & Cadishead Community Festival on August Bank Holiday 2002 on Princes Park. Although timescales for organising the consultation event for this date were tight the Steering Group felt that the opportunity to join a well-publicised and attended event could not to be missed.
This main event was well attended but based on the statistics collected the Steering Group identified gaps in involvement, particularly young people and people from Cadishead. It was, therefore, decided to organise additional events, in October, at Fit City (Cadishead Recreation Centre) and Cadishead Hall organised and attended by volunteers. Caroline Lightfoot (Sports Development) also attended the youth club at Cadishead Hall to gather young people’s views.
The volunteers recorded all suggestions. From these events a total of 1,251 suggestions were made (see section 5.2 and appendix III for a list of suggestions made).

4.4 Action Planning Event
The aim of this event was to turn the top priorities for each issue into an action plan. Suggestions were split by issue; crime, local environment and leisure and CTAC collated suggestions for each parks into these categories. Top priority suggestions were identified as those that were the most supported suggestion at the consultation events; see appendix II for suggestions listed in priority order.
Invitations were sent to members of the Steering Group and others that expressed an interest in the parks. CTAC specifically targeted officers and agencies that would have information relating to the top priority suggestions. People were asked to join the issue group that they were interested in or related to their job role.
The purpose of the session was to organise the priority suggestions into an action plan that included:
· What can be done in the long and the short run?
· Who needs to be involved, and who needs to lead?
· What funding, and what other resources are available?
· What does the community require to keep involved?

The first event held in October was well attended and action planned many of the suggestions. A second meeting was organised to plan some of the other issues. The resulting action plans (see appendix IV) represent the beginning of the plans to improve the parks. Some suggestions are still to be actioned and some are being implemented (see section 6.2). The proposed Friends Group for the parks and supporting officers should continue the process (see 6.3 for proposed structure).
4.5 Future Structure
The Steering Group met to discuss how the action plans and projects should be implemented in the future. There was a concern that momentum for the improvement of the parks would be lost once CTAC’s study was complete. It was agreed that a new structure needed to be formed to co-ordinate the development of the action plans and to oversee the implementation of the tasks to improve the parks. A suitable structure would also be needed to enable local people to be more involved in improving the parks.
It was agreed that a Friends Group for the parks needed to be formed (see section 6.3 for details).
5 People Involved & Suggestions Made
5.1 People involved
An estimated 200 people attended the consultation events to make suggestions on how the parks could be improved. Information was collected using pin board questionnaires to identify what area of Irlam or Cadishead people came from, their age and the male/female split.
The graphs below show that there was a fair balance of males and females attending across all ages, however, few people aged 19-25 attended.
The location map from the main event indicated that fewer people from Cadishead attended. This information informed which additional events were needed to target the groups of people that had not been involved.
5.2 Suggestions
A total of 1,235 suggestions were made at the consultation events. The following sections split the suggestions by issue and by park and lists them in priority order.
5.2.1 Suggestions split by issue and park
The graph below shows the proportion of suggestions made across issues and parks. 50% of the suggestions made were for Princes Park, 30% for Lords Street Recreation Grounds and the remaining 20% for Cadishead Park. This spilt is likely to be a result of where and when the events were held, the size of the parks and extent of use.
The proportion of suggestions made across the three issues was also split. With 43% of the suggestions concerning leisure issues, 37% concerned the local environment while only 20% of the suggestions made were related to crime issues. During the action planning event the Steering Group commented that crime rates are relatively low compared with the rest of Salford.

5.2.3 Suggestions in priority order
The table below lists the top 20 suggestions in priority order. The figures indicate the number of people that made that suggestion and, therefore, the priority. For example a total of 54 people wanted park wardens. 44 people thought that this was needed in Princes Park, 4 in Lords Street and 6 in Cadishead Park.

6 Outcomes
6.1 The Action Plan
The action plans list the suggestions from the community consultation and how these can be implemented. The suggestions have been clustered, based on similarity, to ensure that information on all relevant suggestions are at hand when considering a related suggestion. A guide to how the suggestions are clustered is on the following page. They are listed in priority order based on the highest scoring suggestion. The detailed action plans can be found in appendix IV. A number of suggestions are still to be action planned. The proposed Friends Group (see section 6.3) could co-ordinate future meetings to continue this process of action planning.

6.2 Suggestions being implemented
A number of suggestions have been followed up by members of the Steering Group based on the needs identified in the study. The study has also added support and momentum to those involved in developing the skate park and toilets in Princes Park.
6.2.1 Funding
Some funds have been secured that can contribute to the costs of some of the proposed developments. Initial results from this study were used to inform a bid to the Lottery’s New Opportunities Fund. This bid was successful and a total of £147,000 will hopefully be secured, a large proportion of which will contribute to the costs of building a skate park in Princes Park. In addition £160,000 ‘Planning Gain’ (Section 106) money is being paid by the developers of the Peel Holdings PLC site. This is the housing development between the old River Irwell and Cadishead Way. This money is to be spent on improving the area, particularly Princes Park.
This study can also be used as evidence of what is required in the parks when the Council are allocating funds. It may also help them to bid for additional funds to improve the parks. The proposed Friends Group, being semi autonomous may be able to apply for money from various Trusts and local schemes to pay for some of the activities and facilities requested.
Other voluntary groups interested in developing specific features could also apply for funds as the BMX Bandits have done for the skate park.
6.2.2 Master Plan
The action plans contain many suggestions for improving the parks. The Steering Group agreed that the best way forward was for a Landscape Architect to develop a master plan for the parks rather than developing features in isolation. Funds for CTAC to produce a master plan of Princes Park have been secured from the Community Committee. A Landscape Architect, from CTAC, has produced a spacial arrangement of the park, incorporating the priority suggestions from the consultation and any other planned developments. Consultation on the layout is to be arranged for Spring 2003 and comments made, if appropriate, will be incorporated into the design. Once complete the plan should be on view for people to share the vision. The plan should be used to ensure that individual improvements in the park do not adversely affect future developments (see section 6.4.2 & appendix V).
Funds to produce master plans for Lords Street Recreation Grounds and Cadishead Park are still to be secured.
6.2.3 Rangers/Park Wardens
Increased presence in the parks to improve safety was the highest priority suggestion, particularly in Princes Park. 54 people said that they would like park wardens and another 53 people wanted police foot patrols. The police stated that, increasing police foot patrols could be difficult with existing resources but a request for two new Community Support Officer for the area has been successful. Also the Lords Street area has been put forward for a Neighbourhood Warden.
Members of the Steering Group have explored other ways of increasing presence in the parks. It was thought that this could be achieved by a combination of initiatives:
· Encourage increased involvement of local residents including young people. Chris Trueblood has approached Salford Rangers Service for information of the Volunteer Ranger Programme at Clifton Visitors Centre. The Steering Group felt that time should initially be spent on setting up a Friends Group who could then be involved in the development and coordination of a rangers programme.
· Environmental Services is looking to develop the Rangers Service and as Irlam and Cadishead have identified the need it is likely to be early in the programme. This is likely to be pursued further in April 2003 due to staffing. It would need to be maintained locally and funding still needs to be set-up.
· Co-ordinating existing users and visitors to the parks like police, grounds maintenance etc and the times of organised activities.
· Improve reporting mechanisms, signage and contacts.

6.2.4 Skate Park
The consultation process has hopefully given the BMX Bandits (a voluntary group) support with developing a skate park in Princes Park. The group has raised £25,000 to develop a skate park. Steve Jones from Environmental Services has approached a number of companies to identify different equipment and layouts for the proposed skate park. Environmental Services has also successfully bid for funds from the Corporate Lottery to contribute towards this project.
A number of locations have been considered based on the distance from residential areas and safety for users. Ways to minimise noise pollution and the impact of the skate park on the community is being considered and planning permission is required. Other potential users, local residents and users of the park still need to be consulted and future maintenance needs to be considered. CTAC is currently creating a master plan for Princes Park (see section 6.2.2 and 6.4.2) to show how a skate park can be integrated with all other suggestions and proposed developments. (see action plan 6)
6.2.5 Parking Issues
The top priority for Lords Street Recreation Grounds is parking issues particularly in relation to users of Fit City and the playing fields. The police regularly receive complaints which are dealt with on an individual basis. Trupti Patel from Traffic Development Services has visited the site to assess the problem and suggests a number of options. These include extending the Fit City car park, approach the Sacred Heart RC Church for use of their land as a car park or extra parking control measures. The first two options would involve a cost which would need to be identified, additional meetings have been planned to consider the parking issues. (see action plan 7)
6.2.6 Drink by-laws
The number of suggestions made relating to crime issues were relatively low. Suggestions for police foot patrols are being considered with the park ranger/wardens suggestion (see 6.2.3) as it was interpreted as being a need to increase presence in the parks. The second priority issue under crime was a problem with drinking. Discussions at the action planning event revealed that there is no mention of drinking or drugs in existing by-laws and that the police can only seize open drinking containers. The Steering Group agreed that a campaign was needed to change the by-law for Salford. This is being led by a local resident and has support from the Community Committee. Other Steering Group members said that they would approach the Community Safety Unit, the Scrutiny Committee and Councillor Lancaster concerning this issue. (see action plan 11)
6.2.7 Toilets
The need for toilets in the park was raised during the community consultation, by members of the Steering Group and by the Women’s Institute who submitted a petition. They are particularly needed for people that work in the park. Environmental Services has carried out a feasibility study to look at building toilets in Princes Park Garden Centre, which could then be maintained by volunteers at the Centre. Costings and timescales are now being prepared. The group agreed that the Friends Group needed to be consulted on the design of the toilets to consider maintenance and access issues. (see action plan 16)
6.3 Future structure
CTAC has co-ordinated and facilitated the project represented in this report. Representatives or groups in Irlam and Cadishead need to adopt this role and develop and implement the action plans for the parks. The Steering Group met to discuss how different agencies could be involved in this future structure and they also discussed their role. A new Friends Group was proposed and discussions were held to identify what would be needed for this to work. The following sections detail these discussions.
6.3.1 The role of different agencies
The roles and responsibilities of this proposed Friends Group was discussed along with the roles and responsibilities of different agencies involved in the parks and area:
· Friends Group
The proposed Friends Group is to be an independent organisation who could co-ordinate the review of the action plans of all three parks and decide short/medium/long term plans. They should provide a community voice and encourage the involvement of the community (including schools). This could be done through surgery sessions, on the ground communication, developing a website and general promotion of achievements, events and how to get involved.
They should have the ability to influence council and related services. Environmental Services and other departments should consult them on how funds and resources for the parks should be allocated. The group could apply for additional sources of funding to develop projects.
They should give and receive progress reports and occasionally send representatives to relevant meetings eg the Community Committee and Open Spaces Officers Group.
· Parks and Open Spaces Officer Group
This group was formed in January 2002 in response to concerns raised by the community committee. Their remit is to co-ordinate and improve services locally and advance the Community Action Plan. The group will feed information and progress back to the Friends Group when invited.
· Environmental Services
Their role is to develop, manage and maintain public open spaces within the city of Salford. They are corporate owners of the parks will be involved throughout all stages of the project. They have ultimate responsibility for council funds and those raised through Corporate Lottery but they should liaise with the Friends Group over decision. Steve Jones from Environmental Services is providing support and training to develop the Friends Group.
· Development Services
Development Services role is to prepare an Urban Open Space Strategy. This will particularly address inadequate provision through the adoption of local standards for sports pitch and equipped play provision for children and adults. The Strategy will identify the preferred distribution of outdoor recreation facilities, establish priorities and implement policies through the Unitary Development Plan to protect and improve existing sites and secure new facilities where they are needed. The Open Space Strategy will be subject to consultation.
· Community Services
Community Services role is to service the Community Strategy and the nine Community Committees in Salford. It is responsible for co-ordinating inter-agency work in the Community Committee areas. This includes promoting community capacity releasing activities, maintaining 14 community centres, working with community and voluntary groups and providing them with financial support via Community Committee budgets. Ursula Sossalla-Iredale, Neighbourhood Co-ordinator, will continue to co-ordinate the Parks and Open Spaces Officers Group. Chris Trueblood the Community Development Worker will actively support and train the proposed Friends Group.
· Community Committee
The Community Committee covers all community issues in the Community Action Plan and all park issues should be included in this plan. A Friends Group representative attending committee meetings would benefit from networking, advertising and information on what funding and resources are available. The group could also provide bi-monthly reports.
· Park Rangers
The proposed Park Rangers would work closely with the Friends Group and the Friends Group should help to promote volunteer training programmes.
· Other Voluntary Organisations
The Friends Group could seek out support from and co-operation between other voluntary organisation like the British Trust for Conservation Volunteers, Groundwork Trust and Red Rose Forest. There may also be other voluntary support available through Craig Hall and Princes Park Garden Centre.
6.3.2 Requirements and provisions
In order for the action plans to be effectively used and to develop a Friends Group the Steering Group felt that the following was appropriate.
· Resource and support
The Friends Group would need certain resources and support to establish themselves. The Steering Group discussed what was needed and what was available.
Support to establish the group is available from the Community Development Worker and Environmental Services.
Group ‘start up’ funds would be needed. Funds could be secured from a number of sources. Firstly, the Steering Group felt that the under spend in the volunteer budget for this study should be used. The Friends Group could also apply for a starter grant from the Community Services Section, or through Environmental Services or CVS. There could also be a loan of equipment from existing local groups and resources or time might be available through officer involvement.
The group would have access to, and the use of, local newsletters for networking and publicity. People from Craig Hall could be involved in park improvement activities like ‘clean up’.
Tina Antal, the Lottery Officer at Salford City Council, could advise on funding sources and applications.
· Communication/Feedback
Communication between the relevant agencies and groups is essential. The Friends Group would decide on regular meeting times and invite relevant council representatives. It was also suggested to have quarterly joint meetings between relevant agencies that should or could be involved in developing the parks. There should be an exchange of minutes between relevant groups and regular feedback to and from the Council and police as well as the community.
A ‘who’s who’ directory of relevant council officers and park maintenance staff was recommended to provide the Friends Group with contact details, information on roles and responsibilities and what resources are available.
6.4 Recommendations
This has been a well attended community consultation process with enthusiastic involvement of many local people, officers and other agencies. The time and effort of those involved has resulted in practical action plans and a potential structure to co-ordinate the improvements of the parks. The following points should help to take this forward.
6.4.1 Future Structure
The Steering Group has highlighted how people should be involved and what is required by a Friends Group for this project to be successful. The only recommendation is that the points mentioned in section 6.3.2 are considered. This includes the resources and support needed by those interested in setting up a Friends Group and that there is effective communication and feedback between the relevant agencies. It is also important that this group and its role is recognised by council departments. They should be consulted and the action plans should be referred to when considering developments in the three parks.
The Government recognises the value of Friends Groups for parks and is setting up a project to support them. As a result of research carried out by the Green Space Task Force they are committed to a community enablers scheme to be delivered by Groundwork in partnership with the Urban Parks Forum, with resources of £30m. Other funding may be available from the New Opportunities Fund and they are also aiming for 500 Green Flag parks by 2005. The proposed Friends Group should link into this scheme by attending local or regional meetings where possible and gaining information on the scheme through Environmental Services and Community Services.
6.4.2 Master Plans
The master plan for Princes Park should be used as a guide for future developments. It is a plan to work towards over 5-10 years. It gives an indication of where facilities and features, suggested in the consultation, could be placed. It is a plan of what could happen over a number of years and it should be referred to when any new developments for Princes Park are being considered. Following and adapting this plan should ensure that the location of features, like the skate park, do not prevent future developments and activities in the park. The park can be improved as and when funds are secured for different features. See appendix V for the initial draft of the master plan. Consultation to inform a revised master plan is planned for Spring 2003.
The revised plan should be available for people to share the vision. Ideally it should be on public display in a form that people can understand, ie a 3D model/visualisation with photos and pictures.
Similar master plans for Cadishead Park and Lord Street Recreation Grounds are recommended.
6.4.3 CTAC return
At the final Steering Group meeting CTAC offered to return to review progress. This could be in the form of a meeting, in Summer 2003, with the Friends Group and key officers and agencies. It could be an opportunity for people involved in the project to clarify issues from the study, to step back from initial progress, reassess the way forward and for CTAC to offer further advice and support.
6.4.4 Annual meeting
The action plan and master plan should evolve over time and be updated as projects develop and new information is obtained. The initial proposal is that a Friends Group is set up to co-ordinate the development and implementation of the action plans. They should keep informed of developments in the area and keep people informed of progress on the parks via attending meetings and distributing minutes. It was suggested that they invite others to Friends Group meetings as and when needed.
It is recommended that the Friends Group, with support, organises an annual meeting to monitor progress and to plan work for the following year. It could be open to people involved in the Steering Group and others identified throughout the year. This could include residents, officers and representatives of other agencies. It will be an opportunity to celebrate success and could be held in the autumn or winter after summer activities.
6.4.5 Football strategy
A variety of football facilities are available in the parks and the facilities are used by local teams, organised events and informally. There are also other facilities for football in the area in other parks, school grounds and private clubs. An astro turf pitch was the 2nd priority suggestion during this consultation, which has been actioned planned (see action plan 2 in appendix IV). There are also many other football related suggestions.
An audit of outdoor recreation facilities in Salford was commissioned by Development Services three years ago. All playing fields, grass pitches and all-weather pitches were included in this study and research was done to identify local standards. The information from this audit is currently being used by the Education and Leisure Directorate to inform a playing pitch strategy as part of the Urban Open Space Strategy (see section 6.3.1 Development Services). Many of the suggestions put forward through the action plan are supportive of the land use priorities being established, through better management and security. In addition implementing suggestions in the action plan may help to meet the standards recommended in the strategy.
To enhance effectiveness of the strategy for Irlam and Cadishead and the action plans those that organise sporting activities, the Friends Group and local people should also be involved in improving provision.
6.4.6 Dog strategy
There were three suggestions raised relating to dog walking. They include poop scoop bins, dog free zones and dog walking areas. Together they represent a high priority for people and are likely to impact on the general use of the parks by other users. The suggestion of poop scoop bins was action planned and many ideas were put forward to resolve the problem (see action plan 4 in appendix IV).
In April 2002 Salford Council adopted the Dog Fouling Land Act of 1996 and enforcement started in October 2002. All local roads under 50 mph and public open spaces owned by the Council are affected by the act. Environmental Services has organised posters in public places, press releases and leaflets to inform local people of the £50 fine for those that do not clean up behind their dogs. Environmental Services has also delivered training to Dog Wardens and the Community Support Officers to enforce the policy either through fines or the promotion of responsible dog ownership.
In addition, it is recommended that a strategy, on how to deal with dog issues, is developed. This could include an assessment of the problem, consultation with dog owners and others that use the park and a review of ideas.
6.4.7 Publicity and signage
Better publicity and signage for the parks were mentioned on a number of occasions throughout the action planning session. In many cases these were seen as a solution to some of the problems.
Publicity would raise the profile of the parks and keep people informed of developments. During the action planning discussion on night noise and rowdiness and vandalism (see action plan 11 appendix IV) the group felt that publicity could increase use and discourage anti social behaviour.
Signage is important to let people know what facilities and activities are available, inform people of events and provide information on who to contact for repairs, fines, legislation and how to get involved in the development of the parks. The design of signage is important and should be imaginative, eye catching and where possible involve local people.
6.4.8 Art
Artistic features and activities were not a high priority (see action plan 18 appendix IV). However, artistic activities and features can be included in other suggestions that were made. For example, art could be included in the development of lighting and litterbins and local people, particularly young people, could be involved in the design. A part-time Community Artist has recently been appointed for the area and part of her role will be to support artistic involvement in the regeneration of the parks.
An art aspect to a feature could also attract alternative sources of funding for materials and running community design workshops.

Irlam is likely to be early in the programme as ideas for the parks are more developed than other areas.
